There is no server-farm or content-hosting naming anywhere in the sample.

This is an eyeball network, not a carrier and not a hosting provider. Roughly 28,700 addresses against only 15 observed BGP neighbours is the access-ISP shape: enough peering to reach the Japanese exchanges and a transit provider or two, nowhere near the hundreds-to-thousands of adjacencies a wholesale carrier accumulates. The address space should be geolocated to end users in Iga, Mie Prefecture.

One sample breaks the pattern in a telling way: 61.114.64.5 resolves to sirius.ict.ne.jp — a hand-named host, not a numbered pool member. Named hosts at the front of an allocation are the operator's own service infrastructure (mail, DNS, portal), which is what you expect from an ISP that bundles the provider function into the line rather than handing customers off to a third-party ISP. It is a small confirmation that ICT runs the full stack itself rather than merely reselling someone else's access.
