AS9818 IFLAB Internet Finance Laboratory

AS9818 (IFLAB) is registered to Internet Finance Laboratory, an organisation in China (routing and registry data place it in Beijing). Beyond the registry record there is very little public information about the operator, and this card sticks to what the routing evidence actually shows.

What it's used for

RIS sees a single IPv4 prefix — 103.174.94.0/23, 512 addresses — and a single IPv6 /32 (2400:1160::/32), announced through 3 BGP neighbours: China Unicom's Beijing province network, the China Networks Inter-Exchange, and China Mobile. Three upstreams for 512 addresses is a deliberately resilient posture for a very small network: whoever runs it wanted reachability across the major Chinese carriers rather than capacity. Third-party address databases report no domains hosted in the space. Everything about the shape says a self-operated network for one organisation's own systems — an enterprise or institutional network, not a provider selling connectivity, and far too small to be hosting anything at scale.

Notable

• The AS number is legacy and low, but the IPv4 space is not: 103.0.0.0/8 is APNIC's post-exhaustion range, so this allocation is comparatively recent. An old ASN paired with new address space usually means the AS was re-purposed or activated long after it was issued. Do not read age into the routing from the AS number alone.
• The IPv6 /32 is enormous relative to the 512 IPv4 addresses — a full ISP-sized v6 allocation attached to a network with a single /23.
