AS9814 (FibrLINK) is held by Beijing FibrLINK Networks Co., Ltd, the communications arm of the State Grid Corporation of China (SGCC). FibrLINK commercialises the fibre capacity that runs alongside the national power grid, selling network services, data-centre capacity and enterprise connectivity.

The reverse DNS makes the dual character plain: one sampled address resolves to mail.sgcc.com.cn, State Grid's own corporate mail, while another lands on an unrelated third-party consumer website. So the same AS carries both the parent utility's internal-facing services and commercially hosted content. Six neighbours confirms it is not a transit carrier despite the fibre assets — it terminates traffic for the grid and for paying tenants.
