AS9595 XEPHION NTT-ME Corporation

AS9595 (XEPHION) is held by NTT-ME Corporation, an NTT East group company that runs the WAKWAK consumer ISP brand and the XePhion business internet and VPN services. The AS is PeeringDB-listed as "NTT-ME (XePhion, WAKWAK)".

What it's used for

This is a Japanese access network, not a transit carrier, and the routing figures make the distinction cleanly. RIS shows 45 IPv4 prefixes covering 1,513,472 addresses, four IPv6 blocks, and just 26 observed neighbours. A million and a half addresses behind only 26 adjacencies is the signature of an eyeball network: enormous address consumption, almost no customer cone. A wholesale carrier moving that much space would peer with hundreds of ASes. Here the addresses go to subscribers, and the AS buys transit rather than selling it.

The inventory is unusually well consolidated for its size — two /14s (123.104.0.0/14, 114.192.0.0/14), two /15s and a stack of /16s and /17s, plus 2404:1a8::/32, 2001:c90::/32, 2001:3d8::/32 and a 2408::/22. Large contiguous blocks are what an operator gets when it hands space to a subscriber pool rather than to individual sites. The reverse DNS clinches it: every sampled address, across four different parent blocks, resolves under ppp.wakwak.ne.jp with a g5.<a>-<b>-<c> pattern — textbook per-session PPP naming for an access pool.

Notable

• WAKWAK is the retail ISP; XePhion is the business-facing side, selling dedicated lines, connectivity over NTT's FLET'S access, fixed IP addresses and managed IPsec VPN. One AS carries both.
• The ppp. label persisting in modern rDNS is a legacy of the network's dial-up era naming, kept for fibre and FLET'S sessions.
• NTT-ME is a distinct network from NTT Communications' global backbone. This AS serves NTT East region customers and is not a tier-1 transit AS.
