AS9389 (CGWNET) is registered through APNIC to the Beijing Shenzhou Greatwall Communication Technology Development Center, with a registry address on Fuxing Road in Beijing. Beyond the registry record there is little public description of the organisation, and reputable third-party datasets do not agree on what it is: some tag it as a government-linked network, others simply as a Chinese network operator. This card describes what the routing shows and does not guess at the rest.

What it's used for

The holding is substantial and old. RIS observes 34 IPv4 prefixes carrying 175,616 addresses, including two full legacy /16s (211.165.0.0/16 and 211.166.0.0/16), plus a spread of /20s and /21s in 113.48–113.50, 118.64–118.66 and 210.79, and one IPv6 prefix (2001:4510:400::/40). Against that sits only 2 observed BGP neighbours — reachability is provided by the Chinese national carriers, and the AS originates its own space without providing transit to anyone else. That combination, a lot of address space and almost no peers, describes a large end network consuming connectivity rather than a carrier selling it.

Notable

• The 211.165.0.0/16 and 211.166.0.0/16 pair are early Chinese allocations from a period when /16s were still being handed out; they are the bulk of this AS's address weight.
• The handle CGWNET and the "Greatwall" name are unrelated to China's national content-filtering system, and equally unrelated to the several other Chinese companies that use "Great Wall" in their branding. Do not infer a connection from the string.
• Two upstreams and no peering means all traffic in and out of this space traverses the incumbent carriers.
