MEO-INTERNACIONAL is the international/wholesale carrier arm of MEO, the

Portuguese incumbent operator (formerly Portugal Telecom, now Altice Portugal).

It is not MEO's consumer broadband network.

What it's used for

• International transit and wholesale IP interconnection: carrying traffic between Portugal and the rest of the world, and reselling transit to downstream networks, particularly on Portugal's submarine-cable routes to Europe, Africa and the Americas.

Notable

• The evidence is in the ratio, not the size. The AS announces only about 11,000 IPv4 addresses across three prefixes, yet has 136 observed BGP neighbours. A network that small with that many adjacencies is selling transit, not hosting content or numbering subscribers.
• Sampled reverse DNS resolves to lis1-cr1.cprm.net — a Lisbon core router. The cprm.net domain is Companhia Portuguesa Rádio Marconi, the historic Portuguese international-communications company absorbed into Portugal Telecom; the backbone naming outlived the brand.
• The 195.8.0.0/19 prefix has been announced from this AS since at least 2000.

Interesting

• MEO's retail eyeball network is carried on other ASNs. Geolocating this space to Portuguese households would be wrong — these are backbone and interconnect addresses.
