OCCAS belongs to the Comptroller of the Currency — the OCC, the bureau of the U.S. Treasury that charters, regulates and supervises national banks and federal savings associations. This is a federal regulator's own network, not a service provider of any kind.

What it's used for

The routing is tightly contained and entirely self-consistent. RIS sees seven IPv4 prefixes and 1,792 addresses, all of them inside one contiguous run of the 199.83.32.0 neighbourhood — 199.83.34.0/24 through 199.83.40.0/24 plus the covering 199.83.40.0/23. There are three observed neighbours and no IPv6. A few transit links and a couple of thousand addresses is a federal agency publishing its public-facing systems and remote-access edges: the bank-examination workload behind them lives on private space, and the AS exists so the agency can multihome without renumbering.

Every single prefix is registered in ARIN to the Comptroller of the Currency under the NETBLK-OCCNET handle. Holder, registrant and originator are one organisation across the whole inventory, with no third-party registrants at all — the cleanest possible clearance against the IP-leasing pattern, and the reason this can be called government with confidence.

No PTRs came back on the fourteen addresses sampled. That is a sample, not a finding, and nothing is inferred from it here; a regulator's public estate having sparse reverse DNS is unremarkable either way. The classification rests on the ARIN org and the contiguous self-registered block, both of which are positive evidence.
