Holder and registrant agree throughout. The prefixes are non-contiguous slices of the same 216.245.0.0 range, which reads as blocks taken out of a larger allocation over time rather than as an assembled third-party inventory.

• This one is genuinely old, which is not something to assume from a low AS number. ARIN records the assignment as registered in September 1998, with the record last updated in 2012. The holder has been renamed around it rather than replaced: the company began as College Marketing Group, became CMGI (the dot-com-era holding company behind Lycos and AltaVista), renamed to ModusLink Global Solutions in 2008, and became Steel Connect in 2018 with ModusLink surviving as the operating subsidiary. The AS number rode through all of it.
