AS10973 KALAMA

KALAMA is Scatter Creek InfoNet, the internet arm of two small independent Washington State telephone companies: Tenino Telephone (south of Olympia) and Kalama Telephone (south of Longview). It is a rural eyeball ISP.

What it's used for

RIS sees just 2 announced IPv4 prefixes, 216.128.96.0/21 and 216.128.104.0/21, totalling 4,096 addresses, alongside 6 IPv6 prefixes out of 2604:3700::/32, and 14 observed neighbours. That is a genuinely small network. The address count is the honest measure of its size: two rural exchanges with a few thousand subscribers between them.

The reverse DNS is the clearest evidence of what the space carries. Two of the four sampled addresses are subscriber-facing access ports, ten-calix1-216-128-108-005.tenino.com and kal-calix1-216-128-100-005.kalama.com: per-IP generated PTRs, named after the serving exchange and the Calix access platform behind them, one hostname pattern per telephone company. The other two are infrastructure, scinetdns01.scattercreek.com and scinetloadbal01.scattercreek.com, the operator's own resolver and load balancer. Access hardware in the hostname names the technology, not the customer; what is on the other end of those Calix ports is ordinary residential and small-business broadband.

• 14 neighbours against only 4,096 IPv4 addresses is a high ratio for a network this small, and suggests deliberate peering rather than a single upstream.
• IPv6 is not just present but actively subnetted: a /36 plus several /48s out of the company's /32, which is more IPv6 engineering than many far larger US ISPs show.
