AS10412 is held by the Companhia de Tecnologia da Informação e Comunicação do Paraná (Celepar), the state-owned information and communications technology company of Paraná, Brazil, headquartered in Curitiba. Celepar builds and runs the IT and network infrastructure used by the Paraná state government.

What it's used for

RIS observes six IPv4 prefixes carrying 24,576 addresses and one IPv6 /32 (2804:5ac::/32). Every v4 prefix comes out of a single contiguous LACNIC range, 200.201.0.0: a /18, a /20, two /21s and two /24s. A single tidy parent block, self-registered, is what a government agency's own allocation looks like — there is none of the scatter-across-multiple-RIRs pattern that marks address brokers.

The space carries state government systems: the secretariats, the data centre that hosts them, and the wide-area network connecting state offices across Paraná.

Notable

The kind is government. Two pieces of evidence settle it beyond the name. The address space is a coherent LACNIC allocation to a state-owned company, and the routing shows eight observed BGP neighbours — enough to multi-home a public-sector network and peer at Brazilian exchanges (IX.br participation is near-universal for organisations of this type), but nowhere near the hundreds a transit carrier shows.

The IPv6 /32 is worth noting on its own. A /32 is a generous, provider-sized allocation, consistent with an organisation that expects to address a whole state administration rather than a single office.
