What it's used for

• Carrying mobile subscriber and machine traffic, not servers. Multibyte holds a Hong Kong Communications Authority licence as an MVNO and a mainland Chinese value-added telecoms licence, and sells local data, global roaming, IoT/M2M SIMs reaching 80-plus roaming networks, and white-label and private-network mobile solutions.

• Mobile, and the address count is the argument rather than a problem for it. Under two thousand routable addresses would be absurdly small for a hosting or eyeball fixed-line network, but it is entirely normal for an MVNO: handsets and IoT SIMs sit behind carrier-grade NAT and the public space is needed only for the packet-core egress, the roaming interconnects and the platform that provisions the SIMs.
• The 16 observed BGP neighbours fit an operator that peers at Hong Kong exchanges to reach content directly, while being nowhere near the hundreds-to-thousands of adjacencies a wholesale transit carrier would show.

• Multibyte's PeeringDB record claims 1,000 IPv4 and 1,000 IPv6 prefixes. RIS observes ten and two. PeeringDB fields are self-reported, not registry data, and when the marketing and the routing table disagree the routing table is the honest one.
