that legible. RIS sees 11 announced IPv4 prefixes totalling 65,536 addresses

— a full legacy /16 at 168.131.0.0/16, with ten more-specific /24s deaggregated

out of it — plus 1 IPv6 prefix and 4 observed neighbours.

The 168.131.0.0/16 block is the giveaway. A whole class-B assigned to one

institution is a pre-CIDR artefact of the era when universities were the internet's

early adopters and address space was handed out by the class; no commercial network

founded today would be given one. The ten deaggregated /24s alongside the covering

/16 are ordinary traffic engineering — steering individual campus subnets down

different upstreams — not a sign of fragmentation. Four neighbours is a

multi-homed customer edge, not a carrier.

Interesting

The IPv6 announcement is 2402:1::/36, one of the lowest-numbered blocks in the

whole 2402::/16 APNIC range — an early-adopter allocation from when Korean

universities were among the first networks anywhere to deploy IPv6 in production.
