AS9943 (KNCTV-AS-KR) is held by KangNam Cable TV, the cable system operator for the Gangnam district of Seoul. The company is part of D'LIVE, the Seoul/Gyeonggi cable MSO that traded as C&M Communications until it rebranded in 2016; KangNam Cable TV today operates under the D'LIVE brand.

What it's used for

This is a residential cable broadband network. RIS sees 113 IPv4 prefixes carrying 229,632 addresses and no IPv6. The shape of the space is what a Korean cable SO's estate looks like after two decades of piecemeal growth: a handful of large residential aggregates — 27.1.0.0/18, 27.1.64.0/18, 27.1.128.0/18, 27.1.192.0/18, 14.138.0.0/18, 14.138.64.0/18, 14.138.128.0/18 — carrying the bulk of the subscribers, surrounded by dozens of scattered /22s picked up individually from ranges as varied as 110.92.x, 113.10.x, 117.53.x, 123.98.x, 202.136.x, 203.130.x and 211.41.x.

Two observed neighbours confirms the eyeball role. A quarter of a million addresses with only two BGP adjacencies means this network buys transit from a Korean carrier and sells access to households. There is no peering business and no wholesale function; the address count exists to serve subscribers, not to move other people's traffic.

Notable

• A cable-TV company owning its own ASN and a six-figure address block is characteristic of the South Korean market, where broadcast SOs became major broadband ISPs in their own right.
• KangNam Cable TV has changed hands repeatedly — it passed through GS Home Shopping's ownership before joining C&M, which became D'LIVE — but the ASN and the KNCTV handle have persisted through every change.
