Alongside its own 203.95.64.0/20-area blocks, AS9890 originates /24s out of 194.138.x — part of a large block registered to Siemens — and out of 143.99.x and 155.45.x. Addresses in 194.138.240.0/24 carry siemens.com hostnames. That is the fingerprint of an outsourcing arrangement: Atos operates the network, the client owns the addresses.

• Atos acquired Siemens IT Solutions and Services in 2011, which is the historical reason a French IT-services company announces Siemens-registered address space from a Singapore AS. This is a clean example of why registrant and operator can diverge.
• It is also a clean example of the reverse-DNS rule: siemens.com PTRs inside this AS do not make it Siemens' network. They show what the space carries, not who holds the ASN.
• The mixture of ARIN-, RIPE- and APNIC-region blocks in a single small AS looks superficially like the address-broker pattern, but here it has an ordinary explanation — a global outsourcer serving multinational clients whose address space was allocated wherever their headquarters happens to be.
