Internet data-centre hosting. RIS sees 71 IPv4 prefixes carrying 259,072 addresses, and no IPv6 at all. The blocks are big and contiguous: a 211.151.0.0/16, several /17s (58.83.128.0/17, 59.151.0.0/17, 124.250.0.0/17, 124.251.0.0/17) and a long tail of /18s and /19s, many of them more-specifics of the same aggregates. That is the address profile of a hosting business, not an access network. What is striking is the neighbour count: only 1 observed BGP adjacency against a quarter of a million addresses. A quarter-million-address network that peers with essentially nobody is a network that lives entirely behind Chinese national carriers, taking transit and serving hosted customers, rather than exchanging traffic with the wider internet on its own account.
