AS9686 (SKKUNET-AS) is held by Sungkyunkwan University (SKKU), a private research university in South Korea with a humanities and social sciences campus in Seoul and a Natural Sciences campus in Suwon. This is the university's own campus network.

That is a large address holding for a single institution — roughly 72,000 usable addresses — but reached through only a handful of BGP adjacencies, which is exactly the university profile: a big legacy allocation supporting a whole campus estate, connected upward to the national research network and commercial carriers rather than peering widely.

The structure of the inventory reflects two eras of assignment. A pair of adjacent /17s (115.145.0.0/17 and 115.145.128.0/17) accounts for the great majority of the addresses and looks like a later, contiguous allocation, while a cluster of smaller blocks in 203.252.32.0–203.252.61.0 (a /20, a /21, two /22s and two /24s) is the older, piecemeal campus space. A network of that size carries the usual university population: faculty and staff desktops, lab and research systems, departmental servers, dormitory and wireless access for students, and the institution's public web and mail presence. One sampled address returned no PTRs.
