AS9656 (T-SYSTEMS-SG) is held by T-Systems Singapore Pte Ltd, the Singapore arm of T-Systems International — Deutsche Telekom's enterprise IT-services subsidiary. T-Systems runs ICT infrastructure, data centres and cloud environments for corporate and public-sector customers, and the Singapore entity is its Asia-Pacific hub for that work.

What it's used for

This is the network of an outsourced-IT and managed-hosting provider, not a carrier. RIS sees 7 IPv4 prefixes totalling 12,288 addresses and no IPv6, learned through only 2 observed neighbours.

The whole inventory reduces to two APNIC blocks — 202.56.128.0/19 (with its component /20s and one /24 announced separately) and 202.136.0.0/20 (plus its /21s). Twelve thousand addresses is a substantial estate by enterprise standards but tiny by ISP standards, and two neighbours settles the question: a network with any wholesale ambitions would peer far more widely. What it looks like instead is a service provider whose customers reach it through their own connectivity, with the announced space carrying managed environments run on their behalf.

Card the network in front of you rather than the parent group: this is the Singapore operating company's own address space, and it should not be conflated with Deutsche Telekom's German backbone or with the many other T-Systems country entities, which are separate networks.
