AS9647 (SEOULMETRO-AS-KR) is registered to the Seoul Metropolitan Government, the city government of Seoul. The handle misleads: "Seoul Metro" is also the name of the separate corporation that runs the city's subway. The registry holder here is the municipal government itself, and the address space carries city and district-office systems.
