AS9638 NH-AS National Agricultural Cooperative federation

AS9638 (NH-AS-KR) is held by the National Agricultural Cooperative Federation (농업협동조합중앙회), the umbrella body of South Korea's Nonghyup movement, branded NH. Nonghyup is far more than a farmers' association: the federation sits over a banking and insurance group, agricultural marketing and supply businesses, and retail operations, with a presence in essentially every county in the country.

What it's used for

RIS shows 44 IPv4 prefixes covering 11,264 addresses, no IPv6, and 3 observed neighbours. Three neighbours is the number that fixes the role: the federation buys transit from a small set of Korean carriers and carries nothing for anyone else. No peering fabric, no downstream customers, no wholesale function. Eleven thousand addresses is a corporate estate, not a provider's pool.

The composition of those 44 prefixes is the informative part. That is not how a single data centre is addressed. It is what you get when a nationally distributed organisation takes a small assignment from whichever carrier serves each region or site. For a federation whose member co-operatives, bank branches and depots blanket rural Korea, that fragmentation is what you would expect.
