AS9621 II-OKINAWA Okinawa Telecommunication Network Co.,Inc

AS9621 (II-OKINAWA) is held by OTNet Co., Ltd., formerly Okinawa Telecommunication Network Co., Ltd. It is Okinawa's regional carrier, founded in 1996 by a consortium led by Okinawa Electric Power and now part of the Okinawa Cellular group. ii-okinawa is its consumer ISP brand; OTNet also sells dedicated lines, wide-area Ethernet and FTTH to businesses in the prefecture.

What it's used for

A regional access network. It announces 14 IPv4 prefixes for 76,800 addresses, mostly /19s and /20s drawn from many unrelated parents (61.210.64.0/19, 157.120.64.0/19, 125.2.224.0/19, 218.40.160.0/19 and so on), plus one IPv6 /32, 2001:d28::/32. The reverse DNS resolves almost entirely under ii-okinawa.ne.jp with per-address subscriber names, and the interesting detail is the middle label: fp-p, fp-a, fp-o, fp-n, fp-c, fp-d and fx. The network is tagging blocks by product or access type rather than lumping them together, so the rDNS itself distinguishes different classes of subscriber line. One sampled address instead resolves under miyako-ma.jp, pointing at Miyako, one of the outlying islands. The 13 observed BGP neighbours put OTNet where a regional ISP sits: several upstreams and some domestic peering, nothing resembling transit.

• OTNet was set up by a consortium of local companies with Okinawa Electric Power as lead shareholder, which is why an electric utility sits behind a prefecture-scale telecoms network.
• The company renamed from Okinawa Telecommunication Network to OTNet in 2022, so registry data still carries the old form.
