AS9569 (HCNSEOCHOCATV-AS-KR) is registered to Seocho Cable Systems Co., Ltd., the cable system operator trading as HCN Seocho Broadcasting, serving Seoul's Seocho District. HCN is a Korean cable MSO that sells digital cable TV, broadband internet and VoIP to households; it was acquired by KT Skylife in September 2021 (the former Hyundai HCN).

What it's used for

This is an eyeball access network, and the routing evidence says so plainly. RIS observes 77 IPv4 prefixes carrying 58,368 addresses and only one BGP neighbour. Tens of thousands of addresses behind a single upstream is the classic signature of a consumer access network: it originates a large pool of subscriber addressing, buys transit from one provider, and peers with nobody because it has no wholesale business to peer for. A transit carrier of the same size would show hundreds of neighbours. The address pool itself is fragmented in the way cable operators' pools usually are, with two large blocks (203.170.96.0/19 and 203.170.112.0/20) alongside a long tail of /21s and /22s pulled from unrelated ranges such as 1.222.128.0/18, 110.35.128.0/21, 27.35.24.0/21 and 120.50.84.0/22. That accretion pattern is what happens when a subscriber base grows past its original allocation and the operator draws further blocks from the national registry over time.

• The announced footprint is larger than a single Seoul district would imply, which is consistent with the AS carrying more of the HCN cable estate than its name suggests.
