AS9534 (MAXIS-AS1-AP) is registered to Binariang Berhad, the holding entity behind Maxis, one of Malaysia's largest telecommunications operators. Maxis runs the country's mobile network and its Maxis Home Fibre broadband service, and this is the AS that carries that consumer traffic — the sampled reverse DNS resolves under maxis.net.my, which confirms the operator behind the registry name.

What it's used for

The evidence is an eyeball access network at national scale. RIS sees 73 IPv4 prefixes carrying 500,992 addresses — half a million — plus 13 IPv6 prefixes, so this network has done real dual-stack work rather than treating v6 as a token announcement.

The address space is built from large, contiguous consumer blocks: 121.120.0.0/15, 121.122.0.0/15 and 113.210.0.0/15, announced alongside the /16s and /17s that sit within them. Blocks that size, subnetted downward, are what you allocate to subscriber pools, not to servers.

The neighbour count is the deciding signal. Just 60 BGP neighbours against half a million addresses is the profile of an access network serving its own users. A wholesale or transit carrier holding that much space would peer with hundreds or thousands of ASes because selling reachability is its business; Maxis instead buys upstream transit and peers selectively to deliver traffic to its own subscribers.
