AS9451 (BEN-AS-AP) is held by Bhairab Express Net, a small broadband internet service provider based in Bhairab, in the Kishoreganj district of Bangladesh. It is a local access ISP: one town's worth of subscribers, not a regional carrier.

What it's used for

The routing footprint matches the business exactly. RIS observes 3 IPv4 prefixes covering 512 addresses — a single /23 (45.112.74.0/23) plus the two /24s it decomposes into, which is a routine traffic-engineering deaggregation rather than three separate allocations. There is no IPv6 announced at all, and just 1 observed BGP neighbour, meaning the whole network hangs off a single upstream transit provider.

That combination is the classic shape of a last-mile ISP at the bottom of the food chain: a couple of hundred routable addresses, almost certainly fronting a much larger pool of subscribers behind carrier-grade NAT, and no peering relationships of its own. A wholesale carrier of any kind would show tens or hundreds of neighbours; an eyeball network this size shows one, because it buys transit and resells access. Bangladesh's ISP market has a long tail of exactly these town-level operators, each holding a legacy ASN and a single small allocation.
