This is a small hosting network, not a carrier and not an access network. The AS originates 5 IPv4 prefixes totalling just 1,536 addresses, plus 4 IPv6 /48s drawn from 2001:df1:7f40::/44. What stands out is that those five small blocks come from more than one registry: 204.126.106.0/23, 23.147.184.0/24 and 140.235.249.0/24 are ARIN-region space, while 103.31.116.0/24 and 103.31.117.0/24 sit in APNIC's 103/8 range, as do the IPv6 /48s. A handful of scattered /24s spanning multiple RIRs is a shape worth naming: it is common for young hosting providers who assemble address space from wherever they can get it (transfers, leases, small allocations), and it is also the shape of an address broker. Six observed BGP neighbours is consistent with a provider buying a couple of transits and peering at an exchange or two. Nothing in the routing view suggests transit resale or eyeball subscribers.
