The address count is large while the observed neighbour count (about 154) is moderate, the signature of a big access network serving its own subscribers rather than a wholesale transit carrier.

HKBN built its reputation on aggressive fibre-to-the-home rollout across Hong Kong high-rise residential estates, which is why the subscriber space is both large and densely numbered.
