AS8870 OVDC-AS

OVDC-AS is Overseas Technologies LLC, a hosting company registered on

Murashka Street in Kyiv. The OVDC handle reads as Overseas Data Center; the

associated commercial brand is a dedicated-server and VPS operation.

What it's used for

• Server hosting: dedicated machines, virtual servers and storage rented to customers. Around 5.9k IPv4 addresses across 19 prefixes, all RIPE-registered, reached via Ukrainian and European transit (Volia among the upstreams).

Notable

• The inventory is spread across several unrelated RIPE ranges (91.197.x, 91.222.x, 93.171.x, 185.237.x, 194.247.x, 195.66.x, 195.137.x), which is normal accretion for an operator that has been buying blocks since 2007 — it stays inside a single RIR, unlike the multi-RIR scatter that marks brokered address space.
• The reverse DNS on the operator's own space is deliberately meaningless. The 91.197.128.0/23 and 91.197.130.0/23 blocks — registered to Overseas Technologies itself, as OVRT-NET-1 and OVRT-NET-2 — are blanketed with random eight-character labels under one domain (my-addr.com): qqzawqpi, awaazcpi, qzaawqpi and so on, address after address. This is not one tenant's domain showing through; it is a generated zone covering the operator's own blocks. Legitimate hosters use structured, address-derived PTRs. Unstructured bulk naming is designed to make addresses look like unrelated individual hosts, so these addresses should not be read as ordinary end-user or enterprise machines.
• Not every prefix belongs to the holder. KIEVHOSTINGNET and the CAMPUS-CITY blocks are registered to other Ukrainian companies carried as downstreams, and a few addresses name real customers outright (ukravtodor.in.ua, the Ukrainian State Road Agency). Note that one of those "third-party" blocks nevertheless lists the AS holder's own admin contact.
• No IPv6 is announced.

Interesting

• Third-party databases label this an "eyeball" network. Nothing in the inventory supports that: there are no subscriber, DSL or dynamic-pool reverse names anywhere. It is server space.
