RTCOMM-AS — JSC RTComm.RU, a Russian data-network and IP-transit operator

historically associated with the Rostelecom group and known for satellite-

delivered internet in remote regions.

What it's used for

• IP transit and backbone connectivity for Russian ISPs, businesses and regional networks, alongside RTComm's own satellite and terrestrial access services.
• Its core address space (the large 81.176, 81.177, 195.161 and 217.107.208.0/20 blocks) is registered directly to RTComm.RU, with router and infrastructure rDNS under rtcomm.ru.

Notable

• This is a carrier, not an eyeball network: the AS has dozens of BGP neighbours and originates prefixes for downstream networks rather than serving a subscriber base of its own.
• Alongside its own blocks, AS8342 also originates a long tail of scattered /24 prefixes registered to unrelated third parties (a Russian "Internet Technologies" LLC among others, some with hosting- and proxy-reseller contacts). Those ranges should be attributed to their registrants, not to RTComm — do not geolocate or label all AS8342 space as one operator.

Interesting

• rDNS across the AS is genuinely mixed — carrier routers, a regional cable operator, and small hosting customers all appear in the same origin — which is the normal shape of a Russian transit AS that lends its origin to customers.
