VTC-AS is registered to JSC RTComm.RU, and the handle comes from

Vostoktelecom (АО «Востоктелеком») of Vladivostok, the group's Russian Far East

company. RTComm.RU is a wholly owned Rostelecom subsidiary and the group's centre

of competence for satellite communications.
