AS8299 INFOTEL-AS Moscow, Russia

INFOTEL-AS is JSC Infotel, a Moscow telecommunications operator in business

since 1992. It is a business-only provider: its services are sold to legal

entities, and its best-known role is providing banks and credit institutions with

access to the Central Bank of Russia's electronic interaction system.

What it's used for

• Data connectivity for Russian financial institutions, principally the authorised link between commercial banks and the Central Bank's automated settlement and document-exchange network.
• General corporate connectivity and hosting for legal entities. The AS announces the 195.170.216.0/21 out of Infotel's older 195.170.192.0/19 holding.
• Reverse DNS is thin and split between operator infrastructure (msk3-br1.infotel.ru, m9-7-esw-1.infotel.ru, the m9 naming pointing at the M9 carrier hotel on Butlerova Street) and a few customer hosts on unrelated Russian domains.

Notable

• Not an eyeball network. There are no subscriber pools here, and the operator states plainly that it does not serve individuals. Addresses should be read as corporate and financial-sector infrastructure in Moscow.
• The AS is small and single-purpose by the standards of its low number: one routed /21 and no downstream customer cone worth speaking of.

Interesting

• Infotel became briefly newsworthy in June 2023 when its network was knocked offline in a cyberattack, disrupting the connection between Russian banks and the Central Bank. It is an unusually load-bearing network for its size.
