a suite address in Richmond, Kentucky. The AS number is low, but the holder is not

early-internet: ARIN registered both the organisation and the ASN in **January

2025**, so this is a reissued number, not a legacy allocation.

What it's used for

• The inventory does not support a clean answer, and that is the finding. It announces roughly 36 scattered /24s, all inside the 23.128.0.0/10 range, with no reverse DNS published on any of them.
• The prefixes are not registered to LightStack. Each /24 belongs to a different small LLC with a different individual as its sole admin/tech/abuse contact, and several carry generic netnames such as NET4 and NAT. One of them is registered at LightStack's own Richmond suite address.

• This is the IP-leasing / address-broker shape: assembled /24s, third-party registrants that are not plausibly independent, no first-party rDNS, and a mailbox-style registrant address. There is no honest kind for it, so it is left unclassified rather than forced into hosting or residential.
