TOHKNET — TOHKnet Co., Inc. (Tohoku Intelligent Telecommunication), the

telecom subsidiary of Tohoku Electric Power, based in Sendai. It runs its own fibre

backbone across the Tohoku region and sells corporate connectivity and ICT

services under the TOCN brand.

What it's used for

• Business internet access, private lines and ICT solutions for companies, local government and institutions in northern Honshu.
• TOHKnet's own network operations centre and service infrastructure (tocn.ne.jp).

Notable

• Despite ~119k IPv4 addresses, this is not an eyeball network. TOHKnet retired its consumer dial-up/ISDN service and has been corporate-facing since; the rDNS bears that out — there are no pppoe-, dsl- or pool- subscriber names.
• What you see instead across blocks like 218.216.112.0/20 is classless rDNS delegation (in-addr.arpa zones cut on /25 boundaries and handed to the customer). That pattern is a reliable B2B tell: each customer runs its own reverse zone for its own assigned block.
• Announces 150.30.0.0/16, a legacy class-B, alongside more recent APNIC ranges.

Interesting

• Like STNet ([AS7522](https://asn.ipinfo.app/AS7522)) in Shikoku, TOHKnet exists because a regional power utility already owned fibre along its transmission network and turned it into a telecom business. The two ended up in different markets: STNet went after consumers, TOHKnet stayed with enterprises.
