• Announces 163.208.0.0/16, a legacy class-B — a size no modern regional network would be allocated, and a marker of a mid-1990s institutional holder.
• Most hosts that resolve do so under picky.or.jp with names of the form flt-NNN-NNN.picky.or.jp, indicating members attached over NTT FLET'S access lines rather than a consumer subscriber pool.
• A hybrid: part regional academic network, part civic/industrial connectivity co-operative. It does not fit a purely commercial ISP category, which is why any single label here should be held loosely.

• Kyoto's research-and-industry councils were also behind the creation of a Kyoto internet exchange, and this AS is a survivor of that same 1990s effort to give a city its own network infrastructure rather than depending on Tokyo.
