BLUENET is Bluegrass Network LLC, a carrier-owned fibre transport company

in Elizabethtown, Kentucky, formed in 1995 by a group of independent Kentucky

telephone companies to build a shared fibre ring between them. It is jointly

owned by its member telcos.

What it's used for

• Internet access for its members' subscribers. Most of the address space this AS announces — around 20,000 IPv4 addresses across 25 prefixes, plus seven IPv6 prefixes from 2607:f9d0::/32 — is registered to Duo Broadband (formerly Duo County Telephone), one of Bluegrass Network's owner-members, and the reverse DNS on it is straightforwardly residential: 66-38-64-5.pool.dsl.duo-county.com, 66-38-52-5.pool.cbl.duo-county.com.
• Those are DSL and cable subscriber pools, so whatever Bluegrass Network is on paper, the space it originates carries ordinary home broadband customers.
• A small amount of the space is registered to Bluegrass Network itself, and its PTRs (CV-IRING-RTR-01.blue.net) are router infrastructure on the fibre ring.

Notable

• Duo Broadband is a co-owner, not an unrelated registrant, so the mismatch between the ASN holder and the prefix registrants is ownership structure rather than any sign of leased or brokered address space.
• Twenty observed neighbours is more than a pure enterprise and far fewer than a wholesale carrier — consistent with a regional aggregator that hauls its members' traffic to national hubs and peers on their behalf.
