AEGONUSA is registered to Money Services, Inc., the entity that holds internet number resources for the US arm of Aegon, the Dutch insurance and asset-management group whose American business trades as Transamerica. This is a large private enterprise network, not a service provider.

What it's used for

Corporate and business-application connectivity for an insurer. RIS observes 60 IPv4 prefixes totalling about 132,600 addresses, and no IPv6. The inventory is built around two /16s, 198.39.0.0/16 and 162.123.0.0/16, carved into a long tail of /22s, /23s and /24s: the deaggregation pattern of an internal enterprise estate announced piecewise, not of a network selling connectivity.

Seven observed BGP neighbours confirms that reading. An address count of this size at a carrier would come with hundreds of peers; a handful of upstreams against 130,000 addresses is a big company buying transit for itself.

Notable

The prefix registrants look mixed at first glance and are not. Most blocks register to Money Services, Inc. under AEGON-USA; 198.39.100.0/22 and 198.39.108.0/22 register to AEGON EDC LIMITED; 198.39.177.0/24 registers to Transamerica Bermuda LTD. Every one of those names is Aegon. Intra-group registrants across an international insurance holding company are real corporate history, and they are one of the standard false positives for the third-party-registrant test, so this is a clearance rather than a flag.

Twenty addresses were sampled for reverse DNS and none answered. That is a sample, and no conclusion follows from it either way.
