WFC-ASN is held by SLIC Network Solutions, Inc. — SLICFiber — a fibre-to-the-home operator headquartered in Nicholville, New York, serving the North Country and much of upstate New York with residential and business internet, phone and TV. The handle and the reverse DNS both still say Westelcom, the Plattsburgh-area carrier SLIC acquired and integrated.

RIS sees 71 IPv4 prefixes carrying 38,656 addresses, two IPv6 /32s, and 31 observed neighbours. That neighbour count is the interesting number: it is far more than an enterprise (a handful) and far less than a wholesale carrier (hundreds to thousands). Thirty-odd adjacencies against a modest address estate is the profile of a regional access ISP that has picked up several upstreams, exchange peers and interconnects — plausibly more of them than usual because it absorbed another carrier's connections.

The reverse DNS shows what the space actually carries: 5-64-19-64-in-addr.westelcom.com on subscriber blocks, e-0-2511-syr-ny.ap.westelcom.com on an aggregation router in Syracuse, and customer names under westelcom.com. Access-network PTRs plus first-party registrants (WFC-BLK-1, WFC-BLK-2, SLICNETWORKSOLUTIONS-4, all org SLIC Network Solutions) make this an eyeball network, not a transit or hosting one. The COGENT-A blocks in the inventory are provider-assigned Cogent space, the ordinary shape for a network that buys Cogent transit.

Interesting

One prefix, 192.203.178.0/24, is registered to Crynwr Software — the small Potsdam, New York company known in early networking circles for its free packet drivers. It sits inside SLIC's footprint and is announced by SLIC's AS: a local customer's own legacy address space carried by the local fibre ISP.
