AS11714 NETWORK NEBRASKA

NETWORK NEBRASKA is the state of Nebraska's shared education network, the aggregation point that connects the state's K-12 school districts, educational service units, community colleges, state colleges, the university system and public libraries to each other and to the commodity internet.

What it's used for

RIS sees 32 IPv4 prefixes and about 294,000 addresses, plus two IPv6 blocks (2620:130:5000::/44 and 2606:1c00::/32), against nine observed neighbours. The shape is unusual and it is the shape of an aggregator: a very large address estate carried over a small number of upstream and peering adjacencies. Network Nebraska does not sell transit to the wider internet, so it has few neighbours; it does aggregate a whole state's education sector, so it announces a lot of space.

The registrant list is the proof. Alongside Network Nebraska's own 205.202.0.0/16, 162.127.0.0/16, 204.234.0.0/16 and 72.15.160.0/20, RIS sees prefixes registered to Chadron State College, Lincoln Public Schools (204.137.64.0/18), Western Nebraska Community College and Wayne State College. Those are not unrelated third parties: they are the member institutions on whose behalf the AS announces. This is what a consortium network looks like from the outside, and it is why the multi-registrant pattern must be read against the holder rather than treated as a red flag on its own.

Notable

The sampled reverse DNS closes the loop with names like user-0-5.kearney.k12.ne.us and user5.gi.lib.ne.us — a school district and a public library, both under .ne.us. The space carries end users, but they are students, teachers and library patrons, so this is an education network rather than a consumer ISP despite the eyeball-looking PTRs.
