AS11700 CA-CW-E

CA-CW-E is Connecting Windsor-Essex, a not-for-profit public-sector fibre network in

Windsor, Ontario (500 Ouellette Avenue). It is a shared regional network: the AS announces

space belonging to its member institutions rather than to CW-E as a commercial provider.

What it's used for

• Aggregating internet and inter-site connectivity for the public institutions of the Windsor-Essex region. RIS sees 13 IPv4 prefixes / 71,424 addresses and 4 observed neighbours — a small number of upstreams feeding a large block of institutional space, which is the shape of a community aggregator, not a carrier.

Notable

• The registrant list is the membership roll, and it is what makes this network classifiable at all: 137.207.0.0/16 belongs to the University of Windsor; 205.211.88.0/23 and 205.211.90.0/24 to St Clair College of Applied Arts and Technology; 205.207.192.0/21, 205.207.200.0/22 and 205.207.190.0/23 to the Essex County Library; 199.71.141.0/24 to the Greater Essex County District School Board; 209.202.75.0/24 to WEDnet. Different registrants, all education or local government, all in one region.
• That pattern superficially resembles the multiple-unrelated-registrant tell for leased address space, and it is worth saying plainly why it is not: the registrants are large, findable public institutions with their own campuses and their own rDNS (ip0-5.rf.uwindsor.ca), and they are a coherent regional consortium rather than a set of shells. A member-owned aggregator legitimately announces its members' PI space.
• The /16 alone accounts for most of the address count; the University of Windsor is by far the largest member.

• No IPv6 is announced by the aggregate AS.
