Fifteen neighbours against 50k addresses is a regional access provider with a healthy set of upstreams and peers, not a wholesale carrier.

Three blocks out of 38.0.0.0/8 register to Cogent (COGENT-A) — provider-assigned space announced by the customer. 216.249.64.0/19 registers to Smithville Telephone Company DSL, the same business under its older name. And 66.244.64.0/18 still registers to Precision Tools, yet its addresses answer to prec.smithvilledigital.net in Smithville's own reverse zone: a stale registration over space Smithville plainly operates.
