AS-WAVE-1 is Wave Broadband, the West Coast cable operator that now trades under the Astound Broadband brand. It is the largest network in this stretch of the number range by a wide margin: 1,731 IPv4 prefixes, about 2.4 million addresses, 24 IPv6 prefixes, and 166 observed neighbours.

What it's used for

Consumer and business broadband access, primarily in Washington, Oregon and northern California. The reverse DNS is straightforwardly eyeball: sampled addresses across the big blocks resolve as 24-113-0-5.wavecable.com, 204-195-0-5.wavecable.com, 76-14-128-5.rk.wavecable.com and 76-14-0-5.sf-cable.astound.net. Per-address hyphenated subscriber names over million-address /16 and /17 blocks is a cable access network, and the sf-cable tag ties the California footprint to the Astound rebrand. Registrant handles confirm the corporate history in one line: ASTOUND-ARIN-1, ASTOUND-SM-1 and CONDOINTERNET-SEA-7 (Condo Internet was the Seattle apartment-fibre business Wave bought) are all registered to Wave Broadband.

166 neighbours is a lot more than an eyeball network needs for its own transit. Wave also sells business and wholesale connectivity, and some of the space it originates belongs to downstream customers rather than to itself: globalcapacity.com reverse DNS with city tags (mcln.va, atln.ga, nycm.ny) marks legacy wholesale access circuits, and a handful of prefixes are registered elsewhere, including IPNetZone on GTT-assigned space and an AFRINIC /24 under Cloud Innovation.

That tail is worth naming honestly, but it does not change the classification. Announcing a customer's own address space is ordinary transit behaviour, and the overwhelming bulk of the inventory is self-registered cable space wearing wavecable.com subscriber names.
