ICENET is WorldNet Telecommunications, LLC, a facilities-based telecoms operator and CLEC in Puerto Rico. It is an access network: it serves businesses and homes on the island over its own fibre, wireless and VoIP infrastructure, not a transit carrier and not a hosting shop.

What it's used for

RIS currently sees 19 IPv4 prefixes carrying 22,016 addresses, one IPv6 /32 (2607:ac00::/32), and seven observed BGP neighbours. That ratio is the tell: a wholesale carrier of any weight peers with hundreds of ASes, while a regional access network with tens of thousands of addresses talks to a handful of upstreams and peers. The reverse DNS closes the case. Sampled addresses come back as .static.wntpr.net, .dynpool.wntpr.net and ras-*.wntpr.net — a static-assignment pool, a dynamic pool, and remote-access-server naming. Those are the three shapes an ISP's own edge wears, and wntpr is simply WorldNet Telecommunications Puerto Rico.

Notable

The inventory spans four unrelated-looking ranges — 64.89.0.0/20 and 64.89.192.0/20, 70.45.x, 192.30.40.0/22, 45.41.152.0/21 and a large 196.12.160.0/19 — but the prefix registrants defuse it: every one is registered to WorldNet Telecommunications, LLC in ARIN, under network handles including WNTPR, ICEPR-2BLK and WORLDNET-CUST2. Self-registered space with first-party rDNS is a real operator, however untidy the block list looks.

Interesting

196.12.160.0/19 sits in a range most people read as African, and the ICEPR netname preserves an older corporate identity, but both are ARIN-registered to WorldNet today. A good reminder that a /8's reputation says nothing about where a prefix actually lives.
