CC-3272 is Cogeco Connexion, the cable broadband and telephony arm of Cogeco, serving Quebec and Ontario. RIS sees a large eyeball network: 83 IPv4 prefixes, 417,280 addresses, 4 IPv6 /32s, and 19 observed neighbours.

What it's used for

Residential and small-business internet access. The reverse DNS says so directly and repeatedly. Sampled addresses across seven different announced blocks come back as <a>-<b>-<c>-<d>.resi.cgocable.ca — resi is not subtle — while another cluster returns .mc.derytele.com, the naming of DERYtelecom, the Quebec cable operator Cogeco acquired and now runs inside the same AS. Both patterns are per-address templated subscriber naming, which is what a cable modem pool looks like and is nothing like server rDNS.

Nineteen observed neighbours against 417,000 addresses is the profile that distinguishes an eyeball ISP from a carrier. A wholesale transit provider with this much address space would peer with hundreds or thousands of ASes; Cogeco instead terminates a modest set of upstreams and exchange sessions and pushes the traffic down to subscribers. Almost every prefix sampled is registered to CC-3272 (org: Cogeco Connexion inc) itself. The one exception, 205.236.42.0/24 registered to Sogi Informatique Ltée, is a named Quebec business, not an anonymous shell — a customer or acquired-company block announced by its provider, and exactly the false positive not to mistake for leased address space.

57.134.0.0/17 is the standout prefix. The 57.0.0.0/8 block is a legacy allocation with no connection to Canadian cable, and its presence here is a clean demonstration that a legacy /8 tells you nothing about geography — inter-RIR and inter-company address transfers have long since scrambled any such shortcut. The block now carries resi.cgocable.ca subscribers in Canada, and the reverse DNS, not the /8, is what tells you that.
