Reverse DNS on the second block resolves to names like ppp5.dsl.ontario.net and ppp1021.dsl.ontario.net: PPP session numbers on a DSL access concentrator, which is the signature of a subscriber access pool rather than a server estate. Both prefixes are registered to Vaxxine's own ARIN handles (VAXXINE-COM-2, and a block explicitly named for dynamic DSL in Ontario), so the space is first-party rather than leased in, and the network is a real operator rather than a shell announcing other people's address space.
