Two observed BGP neighbours puts it firmly in enterprise territory: a dual-homed institutional edge.

The reverse DNS says what the space carries. users.carle.com and legacy.carle.com are the health system's own; mhc.healthalliance.org belongs to the Health Alliance health-plan business long associated with Carle. Clinical, administrative and insurance systems for one organisation.

The registrant column contains a genuine surprise. Four of the announced blocks sit under CARLENET — Carle's own ARIN object — but 192.112.82.0/23, 192.112.83.0/24 and 192.104.139.0/24 are registered to ABMC-EXT1, ABMC-INT2 and ABMC-INT1, whose organisation is Advocate BroMenn Medical Center of Normal, Illinois: a different central-Illinois hospital.

So Carle's AS announces address space still registered to another health system roughly fifty miles away. This is not the IP-leasing shape — both parties are real, findable, physically-located hospitals, and the space carries first-party healthcare rDNS rather than nothing. It reads instead as the residue of a long-standing regional arrangement between two Illinois providers, with the registry never updated to follow operational reality.

The tell that Carle really does run this space: 192.104.139.5, inside an ABMC-registered block, answers to legacy.carle.com. Registration says one hospital; the reverse DNS, and the routing, say the other.
