WINTEK-CORP is Wintek Corporation, a locally-owned fibre ISP based at 427 N 6th Street in Lafayette, Indiana, with a second office in Linden. It sells home and apartment fibre internet alongside a business division, and has partnered with Tippecanoe County to extend fibre to rural addresses.

What it's used for

Regional access network. RIS observes 7 IPv4 prefixes totalling 37,120 addresses and 2 IPv6 prefixes (2604:d7c0::/32 and 2605:ec80::/32). The v4 space is a mix of sizes — a /18, two /19s, a /21, two /22s and a /24 — which is what an ISP's address holdings look like after years of incremental growth rather than one clean allocation.

Reverse DNS confirms both the operator and the use. laf427-prod-r1-lo1.wintek.com is a router loopback whose name encodes the company's own Lafayette street number, and 69-94-52-5.wintek.com is the generic per-address pattern an ISP hands to subscriber connections. Eyeball space, first-party naming.

23 observed BGP neighbours is the right number for a regional ISP: enough to show real peering and multiple upstreams, nowhere near the hundreds-to-thousands a wholesale transit carrier accumulates.

Five of the seven prefixes are registered to Wintek's own ARIN objects (WINTEK-NET, WINTEK-NET2 and per-block records). Two are not: 198.252.196.0/22 sits under NETBLK-ARNETT and 205.233.8.0/22 under PRF-DATASTATION.

That third-party registration is worth naming, because scattered blocks registered to other parties is the classic IP-leasing tell. It is not that here: the bulk of the space is self-registered, the rDNS is first-party wintek.com, and the holder is a findable, physically-located ISP. Two outside-registered /22s announced by an established regional carrier read as customer assignments or absorbed blocks — the ordinary residue of an ISP that has been operating in one county for a long time.
