What it's used for

Running that edge network, and the company's own front door. The routing shape is unmistakable once you look at the two numbers together: only 7,168 IPv4 addresses across 29 prefixes, but 171 observed BGP neighbours. A tiny address pool peered with that many networks is not an enterprise and not an eyeball ISP — it is a distributed edge/anycast platform, where each point of presence advertises the same small blocks and peers with everyone it can reach locally. The 21 IPv6 /48s carved from 2604:cac0::/32 are the per-PoP allocations doing the same job.

Reverse DNS backs it up at the modest end: 104.152.119.x answers as www.haproxy.com, so the company's own web presence sits inside this space.

Notable

Most prefixes are self-registered as HAPNET-1 (104.152.112.0/21) and HAPNET-2 (the 209.126.x /24s). Two are not: 67.22.53.0/24 sits in a NL-VIKINGHOST block, and 205.234.165.0/24 is ServerCentral space whose PTRs still read unknown.ord.scnet.net — a Chicago facility. Announcing a host's space from inside that host's data centre is normal for an edge operator building PoPs in other people's buildings; it is not leased or brokered address space.
