CONCORDE is Concorde inc., the Montreal company that trades as VIF Internet, an independent Quebec internet and VoIP provider. The corporate name in the registry says nothing; the reverse DNS on its address space does, and every sampled address answers under vif.net.

The AS announces a single IPv4 prefix, 216.239.64.0/19 (8,192 addresses), and a single IPv6 prefix, 2607:f530::/32. Sampled reverse DNS resolves to per-address names of the form ip216-239-64-5.vif.net — the generic, mechanically-generated pattern an access provider hands out across a subscriber pool rather than the descriptive names an enterprise gives to named servers.

RIS sees roughly a dozen observed neighbours. That is the signature of an eyeball network buying transit and peering locally, not a wholesale carrier: a transit business of any size peers with hundreds to thousands of ASes. A modest, single-prefix v4 footprint with a full /32 of IPv6 and a handful of BGP adjacencies is what a regional access ISP looks like — the address space is where customers live, not a product being resold.

VIF has served the Quebec market since the mid-1990s as one of the province's long-running independent providers, offering residential access alongside VoIP telephony and business services. The ASN itself is an ARIN-era number from the late 1990s.

Interesting

The prefix 216.239.64.0/19 sits directly beside 216.239.32.0/19, which is Google's — the block that carries its ns*.google.com authoritative name servers. The two are unrelated. Adjacency in the address space is an artifact of how a registry hands out consecutive allocations and is never evidence of common ownership.
