The announced space is anchored by two legacy /16s, 151.140.0.0/16 and 165.130.0.0/16, plus a large 207.11.0.0/17 that is further carved into /22s, /23s and a long tail of /24s. That carving pattern is characteristic of an internal enterprise addressing plan, where blocks are deaggregated per site or per function rather than to sell to downstreams.
