TECHCOM-1 is registered to Genuine Telecom, the Richland Center, Wisconsin provider formed out of two rural telephone cooperatives — Richland-Grant Telephone Cooperative of Blue River and LaValle Telephone Cooperative — which sells phone, television and fibre broadband to small communities in southwestern Wisconsin.

Rural fixed broadband. What is unusual is the routing: RIS sees no IPv4 prefixes at all from this ASN, and a single IPv6 prefix, 2602:fa23::/40, with 1 observed neighbour. A /40 is a substantial allocation — room for tens of thousands of customer /56s — and a co-op-descended ILEC has exactly the subscriber base such a plan is written for. The absence of IPv4 here does not mean the operator has none; it means its IPv4 is not originated under this AS number, which is common where a small provider's v4 rides an upstream's announcement while its own ASN carries the newer address family.

The handle and the holder name disagree, which is worth stating plainly rather than explaining away. TECHCOM-1 is a registry artefact from an earlier identity; the current operator is Genuine Telecom. Handles are frequently stale, and reading a company out of one is a reliable way to get an ASN wrong.

Interesting

An IPv6-only origin from a rural telephone co-op is a genuinely modern posture, and the opposite of what the low ASN would lead you to expect. Reverse DNS could not be sampled here, so nothing further about what the space carries should be inferred from its absence.
