What it's used for

The bank's own global network edge. The bulk of the space is a contiguous run through 171.158.0.0–171.161.255.255 plus 171.192.0.0/20, announced as a mix of /19s, /20s and /21s with heavy deaggregation down to smaller blocks, alongside ARIN 199.43.64.0/21 and 199.43.72.0/21. This is internet-facing bank infrastructure: online and mobile banking, ATM and branch connectivity, partner and clearing links, mail and remote access. None of it is resold, and none of it is hosting.

The numbers tell the story better than any description. 110,000 addresses is a large network by any measure, comparable to a mid-size ISP, but only 19 observed neighbours. A carrier with that much space would peer with hundreds or thousands of ASes. A handful of neighbours against a very large address count is the fingerprint of a big enterprise: a lot of internal estate, a small number of upstreams, and no transit customers. It is one of the clearest examples of why address count alone cannot classify a network.

266 announcements for what is fundamentally a few large aggregates means the routing is fragmented far beyond what reachability requires. That is common in banks: prefixes get split for traffic engineering, per-site multihoming and DDoS-scrubbing handoffs, and once split they rarely get re-aggregated. There is no IPv6 in the announcement set at all.
