NETSCOUT is registered to NETSCOUT Systems, Inc., the Westford, Massachusetts network-observability and DDoS-mitigation vendor behind the nGenius and Arbor product lines. It is a modest corporate network: RIS observes 11 announced IPv4 prefixes totalling roughly 2,816 addresses, one IPv6 /48, and 6 BGP neighbours.

What it's used for

Everything about the routing says corporate enterprise rather than service platform. The address count is tiny — under 3,000 addresses for a company with thousands of employees and global offices — and the announcements are eleven separate /24s spread across three unrelated ranges (216.130.192.0/2x, 199.171.208.0/2x, and a lone 192.42.252.0/24), which is what accumulates when a company grows by acquisition and inherits small legacy blocks. NETSCOUT absorbed Danaher's communications business in 2015, bringing in Arbor Networks, Fluke Networks, Tektronix Communications and VSS Monitoring, and discontiguous space of exactly this kind is the routing residue of that history.
